Boomerang Donations are made possible through Pennsylvania’s Educational Improvement Tax Credit (EITC) program. When you give to Discovery Space through EITC, 90% of your donation comes back to you as a tax credit, while 100% supports programs that spark curiosity, creativity, and opportunity for kids, teens, and adults in our community.

Who is eligible? What if my spouse and I both work for non-profits or PSU? Am I still eligible if I'm self-employed or if I am the sole proprietor?
Individuals & Sole Proprietors: Eligible with a PA Income tax liability of at least $3,500 or more.
Apply for credits thru the Central PA Scholarship Fund.
Must meet one of the 3 criteria below and have tax liability of at least $3,500
- Employed or spouse is employed by a for profit company conducting business in PA
- Own a business in PA (excluding a sole proprietorship)
- Directly own stock in a company that conducts business in PA (i.e PNC Bank, Apple, Amazon, S&T Bank)
If you are employed by non-profits like Penn State University or a sole proprietor, you must meet 1 of the above criteria. If not, simply purchase 10 shares of any company that conducts business in Pennsylvania.
Businesses: May apply for EITC credits using 1 of 2 methods.
1) Apply for credits thru Central PA Scholarship Fund (same as process for individuals)
2) Apply for their own credits thru PA Department of Community and Economic Development Business firms may apply the credit against the following taxes where applicable:
- Personal Income Tax (tax from a pass-thru business i.e. partnership, LLC, LLP, S-Corp)
- Capital Stock/Foreign Franchise Tax
- Corporate Net Income Tax
- Bank Shares Tax
- Title Insurance & Trust Company Shares Tax
- Insurance Premiums Tax excluding surplus lines, unauthorized, domestic/foreign marine)
- Mutual Thrift Tax
- Malt Beverage Tax
- Surplus Lines Tax
Do I have to give through my business?
No, giving through your business is no longer the only way to contribute to Discovery Space with EITC credits. Talk to us about applying for credits through Central PA Scholarship Fund.
How often can I make donations?
Every. Single. Year. Seriously, the vast majority of our EITC donors simply repeat the process each year. Since there are limited slots, many sign up early to guarantee their credits.
How do I apply for EITC credits through the Central Pennsylvania Scholarship Fund and how do I get my credits?
The Central PA Scholarship Fund is the vehicle for which individuals, sole proprietors and businesses can obtain PA tax credits to contribute to Discovery Space.
Step 1: Complete the Joinder Application for the Central PA Scholarship Fund.
Step 2: Determine the amount you wish to give to Discovery Space and include this amount within the boxed area on the Joinder application
Note: The maximum credit you can use is your total tax liability.
Therefore, we suggest you consult your tax professional to estimate your current year tax liability or use last year’s tax liability as a starting point.

Step 4: Central PA Scholarship Fund will contact you once your credits have been secured at which point you’ll be able to make your contribution to Discovery Space
Step 5: In February of the following tax year, you’ll receive 2 forms (PA 1123 and Schedule K-1) from the fund to file with your taxes to receive the tax credits from PA. You will receive a deduction on your tax return, and depending on your other tax liabilities, a refund from PA.
What is the minimum donation?
Thru the Central PA Scholarship Fund, the minimum donation is $3,500. Therefore, you must owe PA total taxes of $3,500 or more to be able to contribute through EITC.
I don’t want to pay my accountant to talk to Randy Tarpey. What are my other options?
We highly recommend that you understand the process by discussing your position with a tax professional first. Please contact Discovery Space, and we’ll be happy to nswer any questions you may have.
Will this cause me to pay state taxes twice the first year? Can I change my payroll withholding if I know I'm going to donate?
Q1: Most likely, yes.
Q2: If you wish to discuss the matter with your company’s payroll department, you could elect to have them stop withholding tax from your paycheck. Some human resource departments are not willing to change PA withholding requirements.
Please consult a tax professional to confirm the best route for your business.
However, if you’re making estimated payments quarterly to Pennsylvania, you may be able to stop making those payments or reduce the total payments by 75% (1-year commitment) or 90% (2-Year Commitment) of the amount of your donation.
Am I guaranteed to get the tax credits in the first year, as well as year two?
Credits are used up throughout the calendar year, so it is possible that at some point during the year, all credits allocated to Discovery Space will be granted to other donors. Therefore, we recommend you submit the Joinder form as early as possible to secure the tax credits.
Once received in year one, credits will be secured for year two.
